 MINUTES

I. The Meeting was called to Order by the President, Mrs. Giller, at 6:02pm

ROLL CALL

Present:

II. DISTRICT REPORTS

Opening of Schools – Ms. O’Shea presented an overview and shared the agendas of our Opening days. She also provided a personnel update from the summer of 2022, as well as current staff vacancies.

Business Update – Ms. Mackey presented a Purchasing Snapshot for the summer of 2022.  She also discussed the copy paper and general bids for the 2022-2023 school year as well as the furniture committee meetings.  Furniture for the 5th grade at the elementary buildings has been ordered and two (2) computer labs at the high school have been renovated over the summer. She also gave a Facilities Summary for the summer of 2022 and discussed completed work orders, the installation of display boards and the assembly of picnic tables. Ms. Mackey gave a huge thank you to the Director of Facilities and his team for all of their hard work.

Mr. Martinelli provided an overview of the air purifier machines which the district recently received as donations from New York State Department of Health.  He discussed the plan to deploy the machines.

III. BOARD OF EDUCATION DISCUSSION OF AGENDA ITEMS

Mrs. Carey expressed to the Board what a wonderful job Ms. O’Shea did communicating the District goals to the faculty and staff during the opening day presentation.

IV. COMMUNITY DISCUSSION OF AGENDA ITEMS – None

V. OLD BUSINESS

The Board revisited the discussion surrounding the Cohoes pilot Swimming and Diving team.  Ms. O’Shea informed the Board that Mr. Huneau received one (1) inquiry regarding the team.  The Board discussed the budgetary concerns regarding paying for practice fees for this school year as they were not included in budget. The Board discussed revisiting the cost of fees during the Budget Committee meetings for the 2023-2024 school year.

VI. REPORT FROM MEMBERS OF THE BOARD OF EDUCATION

A. THAT the Board of Education accepts the Minutes of the Board of Education Meeting of August 24, 2022.

B. THAT the Board of Education approves the Memorandum of Understanding between the Cohoes City School District and the Cohoes Teachers’ Association dated September 7, 2022 for the 2022-2023 school year following the terms within.

VII.  RECOMMENDATIONS FROM THE SUPERINTENDENT – PERSONNEL

INSTRUCTIONAL

  1. THAT the Board of Education amend item VII (D) of the August 3, 2022 Agenda to read as follows:

THAT the Board of Education appoints the following individuals as proctors and/or scorers for the August 2022 Regents exams:

Interns will be paid a stipend rate at $4,000 each (grant-funded ).

    C. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District appoints Crystal Roberts to a four – year probationary term in the tenure area of Elementary, effective August 31, 2022 and expiring on August 30, 2026. Roberts holds Permanent Certification in the area of Pre-Kindergarten, Kindergarten And Grades 1-6 and Professional Certification in the area of Literacy (Birth-Grade 6).

    D. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District appoints Daniel Shepard to a four – year probationary term in the tenure area of Mathematics, effective August 31, 2022 and expiring on August 30, 2026. Shepard holds Permanent Certification in the area of Mathematics 7-12.

     E. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District appoints Gerard Jacques to a four – year probationary term in the tenure area of Special Education, effective August 31, 2022 and expiring on August 30, 2026. Jacques holds Initial Certification in the areas of Childhood Education (Grades 1-6), Students With Disabilities (Grades 1-6), Students W Disabilities (Birth – 2), and Early Education (Birth – Grade 2).

      F. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District appoints the following individual as a Long-Term Substitute Teacher.

    G. THAT the Board of Education rescind its action on item VII (II) of the August 24, 2022 agenda:

    BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Saundra Tanksley to the position of Senior Typist, subject to the rules of the Cohoes Civil Service Commission on a conditional basis; such appointment is a provisional appointment.

      THAT the Board of Education approves Sylvi Joseph to provide IT support at a rate of $45.00 per hour from July 1, 2022 through August 31, 2022 October 7, 2022 (not to exceed thirty (30) days).

      I. THAT the Board of Education accept the resignation of Samantha McCullough from her position as Nurse, RN (CHS).

      J. THAT the Board of Education accept the resignation of Andrea Cavallaro from her position as Part-Time Teacher Aide (PAS).

      K.  THAT the Board of Education amend item VII (GG) of the August 24, 2022 Agenda to read as follows:

      BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Andrea Cavallaro to the position of Senior Typist, subject to the rules of the Cohoes Civil Service Commission on a conditional basis; such appointment is a provisional appointment.

        P. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints the following individual to the Food Service Driver Substitute list, subject to the rules of the Cohoes Civil Service Commission, such appointments are a temporary appointment.

        Q. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints the following individual to the Substitute Part-Time Teacher Aide list, subject to the rules of the Cohoes Civil Service Commission on an emergency conditional basis, in accordance with the Civil Service Rules, such appointments are a temporary appointment.

        R. THAT the Board of Education accept the resignation of Geneva McPherson from her position as School Social Worker (CHS).

        Effective:  September 2, 2022

        S. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Aaron Boudreau as a 0.4 FTE Physical Education Teacher at step 6 of the current CTA contract and 0.6 FTE Teaching Assistant at step 1 of the current CTA contract (Teacher Assistant salary schedule with teacher certification), effective August 31, 2022. Provided Mr. Boudreau remains full-time, working at least 40% of his time in each tenure area, he shall accrue seniority and time towards his probationary period in both. Mr. Boudreau’s probationary period as a teacher assistant shall commence on August 31, 2022 and end August 30, 2026, unless lawfully extended. Mr. Boudreau shall be credited with time previously served prior to abolition of his position in the physical education tenure area and, provided he remains a full-time employee working at least 40% of his time in the physical education tenure area, he shall be eligible for tenure effective August 30, 2023.

        T. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Linnel Birth to the position of full-time Cleaner, subject to the rules of the Cohoes Civil Service Commission, such appointment is a probationary appointment.

        U. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Treviny Cox to the position of full-time Teacher Aide, subject to the rules of the Cohoes Civil Service Commission, such appointment is a probationary appointment.

        V. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints the following individual to the Food Service Driver Substitute list, subject to the rules of the Cohoes Civil Service Commission, such appointments are a temporary appointment.

        W. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Tracy Darwak to the position of Part-Time Teacher Aide subject to the rules of the Cohoes Civil Service Commission on a conditional basis, such appointment is a temporary appointment (grant funded).

        X. BE IT RESOLVED THAT the Board of Education of the Cohoes City School District hereby appoints Dennis Hogan as a volunteer Swimming and Diving Coach in accordance with terms and conditions set forth in the memorandum of understanding dated September 7, 2022 for the 2022-2023 school year.

        XI. COMMENTS FROM BOARD OF EDUCATION MEMBERS

        Mrs. Paradis thanked Mr. Huneau for all of his hard work.  Mrs. Giller expressed her gratitude to the newly appointed volunteer coach.  Mrs. Gendron thanked everyone for the great start to the school year.
