MINUTES

The Meeting was called to Order by the President, Mrs. Carey at 6:17 pm

II. DISTRICT REPORTS

Code of conduct public hearing – Ms. O’Shea reviewed the recommended changes for the 2023-2024 Code of Conduct.  She added that the Plain Language Summary would be adapted for the primary, intermediate and secondary grade levels. The draft Code of Conduct will be on our webpage for a 30-day comment period. Comments should be sent to Mary Rumsey, district clerk. Plain language summaries will be provided to parents and students at the start of the school year.

Mrs. Giller asked if the plain language summaries would be age appropriate. Ms. O’Shea responded they would be adapted at various levels, (primary, intermediate and secondary) and all versions will be available on our website upon completion.

Mrs. Paradis noted some areas that needed to be changed for consistency. The Code will be reviewed to ensure this.

Mrs. Carey expressed her appreciation of the removal of redundant language so the Code is easier to read and asked if there is any acknowledgement of receipt from parents of the Code of Conduct.  Mrs. Paradis inquired if there could be an electronic receipt of the Code. Mr. Martinelli will research this.

Mrs. Snyder commended the great work that’s being put into the document for our students and parents.   She suggested that when teachers discuss the Code with students, could there also be a focus on some of the positive things? Ms. O’Shea said discussions could incorporate this.

Mission, vision, beliefs and commitments – Ms. O’Shea reviewed our current Mission, Vision, Beliefs and Commitments.  The board agreed to keep Mission and Vision the same and agreed upon a minor change to the Belief of the Efficiency of Resources.  This will now read “We Believe in the Efficiency and Equity Of Resources.”

Board committees – Ms. O’Shea, Ms. Mackey and Mr. Martinelli reviewed the charge of each committee and the number of times they meet each year.  Board members will be asked to choose their committees at the August 9, 2023 board meeting. Mrs. Carey and Mrs. Giller stated they would continue to serve on the Policy committee. Mr. Jackson and Mrs. Paradis stated they would continue to serve on the Facilities committee. Mrs. Giller mentioned expanding the committees to have parent representatives.  Ms. O’Shea will work on a process.

School culture and climate – Ms. O’Shea provided an update as the some of the action items that the middle school team has been working on including a review of discipline incidents to determine future prevention and intervention responses, summertime parent meetings, a relaunching of PBIS, the creation of an In-School Support room, and researching of additional ways to engage families.  She also mentioned that as part of an ongoing collaborative effort, there will be a meeting on July 13 with the Chief of Police, Mr. Martinelli and secondary principals.

Mr. Jackson asked how are we gathering input from parents?  Mrs. Paradis commented that we have an opportunity coming back from the pandemic to let our parents/families know that “we are open; you are welcome here.” Various options were discussed.

Business update – Ms. Mackey introduced and welcomed new members to the Business Office; Michael Cone, district treasurer who will start on Monday, July 10 and Shelley Dame, purchasing agent who will join us on July 19.

III. BOARD OF EDUCATION DISCUSSION OF AGENDA ITEMS

Mrs. Giller asked about the wrestling merger with Watervliet and Cohoes athletes not wearing Cohoes uniforms. Ms. O’Shea will follow up with Mr. Huneau, athletic director.

VI. REPORT FROM MEMBERS OF THE BOARD OF EDUCATION

A. THAT the Board of Education accepts the Minutes of the Board of Education Meeting of  June 21, 2023.

B. THAT the Board of Education accepts the minutes for the Committee on
Special Education and the Committee on Pre-School Special Education for the

BE IT RESOLVED THAT the Board of Education, upon recommendation of the Superintendent, hereby approves the merger of the Cohoes Wrestling program and the Watervliet and Heatly Wrestling Program to form boys and girls wrestling teams to participate in the Patroon Conference for the 2023-2024 school year, and;

BE IT FURTHER RESOLVED THAT the team be bound by the rules and regulations of the Patroon Conference, Section 2, and the New York State Public High School Athletic Program.

D. THAT the Board of Education approves the following non-resident tuition rates for the 2023-24 school year:

  • Full-Day Kindergarten – Grade 6: $1,826
  • Grades 7 – 12: $5,454
  • Special Education Full-Day Kindergarten – Grade 6:  $25,788
  • Special Education Grades 7 – 12:  $29,416

E. THAT the Board of Education authorizes and approves the President of the School District’s Board of Education and/or its Superintendent of Schools to approve changes to the contractual amounts owed to prime contractors for alterations, deletions, or additions to their work in connection with the School District’s Capital Project (2022 Referendum for District with Renovations and Improvements) in an amount not to exceed $15,000.00 per change order and a cumulative total of $50,000.00 per prime contractor when necessary to do so to prevent a delay in the work on the Project, and the Board of Education further authorizes the President of the Board of Education and/or the Superintendent of Schools to execute such documents as are necessary to effectuate such changes in accordance with the provisions of the School District’s contracts with its prime contractors.

F. THAT the Board of Education approve change order CO 01-001 on NYS Education Department Project # 01-05-00-01-006-023 for the Cohoes High School Dishwasher Replacement:

THAT the Board of Education approves the agreement dated June 23, 2023 with the Cohoes City School District and HMB Consultants, LLC, located at 3 Douglas Lane, Voorheesville, NY 12186 for food service consultations for the 2023-2024 school year in accordance with the terms and conditions herein.

H. THAT the Board of Education approves the agreement dated June 14, 2023 between the Cohoes City School District and LaSalle School, located at 391 Western Avenue, Albany, NY 12203 for special education services from July 2023 – June 2024 at a rate of $7,386 for extended school year and $44,316 for the 2023-2024 school year in accordance with the terms and conditions herein.

I. THAT the Board of Education approves the agreement dated April 17, 2023 between the Cohoes City School District and Expressive Journeys, LLC, located at 2001 Tina Court, Schenectady, NY 12303 for music therapy services for the period of July 1, 2023 through June 26, 2024 in accordance with terms and conditions herein.

J. THAT the Board of Education approves the agreement dated June 14, 2023 between the Cohoes City School District and Wildwood Programs Inc., located at 2995 Curry Road Extension, Schenectady, NY 12303 for special education services for the period of July 3, 2023-August 11, 2023 at a rate of $10,391 and September 6, 2023- June 21, 2024 at a rate of $64,770 and in accordance with the terms and conditions herein:

K. THAT the Board of Education approves the agreement dated June 14, 2023 between the Cohoes City School District and Vanderheyden, located at PO Box 291, Wynantskill, NY 12195 for special education services for the period of July 10, 2023 through August 18, 2023 at a rate of $8,922 in accordance with the terms and conditions herein.

L. THAT the Board of Education approves a contract with R.G. Timbs Advisory Group, Inc. located at 11 Meadowbrook Road, Whitesboro, New York for long-range financial planning services and for capital project planning and support for the 2023-2024 school year in accordance with the terms and conditions herein.

M. THAT the Board of Education approves the agreement dated July 1, 2023 between Parsons Child and Family Center and an affiliate of Northern Rivers Family Services, located at 60 Academy Road, Albany, NY and the Cohoes City School District for services during the 2023-2024 school year in accordance with the terms and conditions herein.
