The Meeting was called to Order by the President, Mrs. Carey at 6:02 pm.

II. DISTRICT REPORT

Superintendent Reports – Ms. O’Shea

Fall Sports Update –  Mr. Huneau, athletic director, gave an overview of the current participation numbers for fall sports.  Unfortunately, the participation for Cross Country is too low to run a team.  Mrs. Giller asked if there was a possibility of a merger with another school/team. Mr. Huneau indicated that he had been in contact with Section 2 and the Colonial Council and mergers were due in April of the preceding year.  Mr. Huneau made it clear that we are not cutting the team, we are not able to run the team this year.  Mrs. Paradis asked if all students were made aware of practices, Mr. Huneau shared that messages are sent via ParentSquare and Schoology.  Mrs. Carey suggested that Mr. Huneau keep an eye on the numbers and the structure could be revisited during budget season. On behalf of the board she thanked Mr. Huneau for all of his efforts.

Universal Pre-Kindergarten – Mrs. DeChiaro shared information regarding our grant-funded Universal Pre-Kindergarten programs.  As part of a collaboration with the Boys’ and Girls’ Club, there are currently 3 three-year old classrooms and 5 four-year old classrooms.  For the 2023-2024 school year, the district will also partner with Achievements to provide an integrated classroom in one of the four (4) year old rooms housed at Abram Lansing School.  Mrs. DeChiaro reviewed the registration process, the lottery (if necessary) and current enrollment.  She shared information regarding screening, curriculum and instruction and the program’s participation in Quality Stars, which in addition to being a rating system provides pre-K staff with support, professional development, materials and supplies.

Mrs. Giller asked if pre -K staff were included in our district level training and Mrs. DeChiaro indicated that they are as appropriate.  Mrs. Carey thanked Mrs. DeChiaro for her enthusiasm and dedication to the program.

Opening of School Update

Building and Grounds – Jim Stapleton, director of facilities shared an update on phase 1 of the construction project.  The Abram Lansing School roof is complete.  Harmony Hill playground had a slight delay due to rain and should be completed by the first day of school.  Van Schaick playground experienced a delay in shipment and should be completed by the week of September 11, 2023.  Mr. Stapleton also provided a status update on building and grounds for opening day and thanked his staff for their hard work and dedication.

Enrollment – Ms. O’Shea shared elementary and sixth grade enrollment as of August 28, 2023.   She will update the board again at the beginning of the school year.  Mrs. Giller asked for a comparison to last year’s numbers in the update.

Technology – Mr. Martinelli updated the board on the status of Chromebooks and carts.  Sixth grade students will be getting new Chromebooks and the cyclic rotation will continue.  View sonic display boards have been delivered and installed.  I-pads have been ordered for our ELL and special education students and our New Professionals’ received new chrome books today.

Synergy – Mr. Martinelli shared an overview of Synergy, our new learning management system that will be replacing School Tools and Schoology. He shared a parent view and student view and discussed some of the many items that can be accessed through the program.  Mr. Martinelli also highlighted the meetings that occurred as part of the rollout and the professional development activities to date.  He shared that there is still more work to be done, but felt we are off to a great start.  Mrs. Snyder thanked Mr. Martinelli and the team for releasing sixth grade schedules online this year.

Ms. O’Shea also gave a brief hiring update.

III.  BOARD OF EDUCATION DISCUSSION OF AGENDA ITEMS

Mrs. Gendron noticed there was still a vacancy for the Class Advisor for 2026.  Ms. O’Shea stated that CHS Principal Mrs. Tarlo had plans to canvas the staff upon their return.

Ms. O’Shea discussed professional development for the Board of Education members.  She stated the Capital Region BOCES Superintendent Lauren Gemmill is available to attend the October 11, 2023 board meeting to provide a workshop.  Ms. O’Shea asked the board members if they were in agreement.  The Board wishes to have a brief meeting agenda and have Ms. Gemmill present.

D. THAT the Board of Education approves the 2023-2024 Tax Warrant in the amount of $17,927,268.

E. THAT the Board of Education approves the 2023-2024 Building Level Emergency Response Plans for Cohoes High School, Cohoes Middle School, Abram Lansing Elementary School, Harmony Hill School and Van Schaick Grade School

F. THAT the Board of Education accepts the Universal Pre-Kindergarten and State Funded Pre-Kindergarten Plan for the 2023-2024 school year.

G. THAT the Board of Education approves the final contract for the 2022-2023 school year with Capital Region Board of Cooperative Education Services (BOCES) in the amount of $4,700,098.29

H. THAT the Board of Education approves the preliminary contract for the 2023-2024 school year with Capital Region Board of Cooperative Education Services (BOCES) in the amount of $4,126,436.31

I. THAT the Board of Education approves a contract dated August 10, 2021 with Catherine’s Center for Children R & E May School, 30 North Main Avenue, Albany, New York for special education services for the period of September 1, 2023 through June 30, 2024 at the current tuition rate of $4,094.10 per student, per month, for a ten (10) month period (school year) in accordance with the terms and conditions herein. This rate is subject to changed based on NYSED finalized rates.

J. THAT the Board of Education approves the agreement dated July 26, 2023 between the Cohoes City School District and Vanderheyden, located at P.O. Box 219, Wynantskill, New York for special education services for the period of September 6, 2023 through June 26, 2024 at a rate of $53,532 in accordance with the terms and conditions herein. This rate is subject to change based on NYSED finalized rates.

K. THAT the Board of Education approves the agreement dated August 7, 2023 between the Cohoes City School District and Expressive Journeys, LLC, located at 2001 Tina Court, Schenectady, NY for music therapy services for the period of September 1, 2023 through June 26, 2024 in accordance with the terms and conditions herein.

L. THAT the Board of Education approves the extension of the following transportation contracts with a contractual increase equal to the May 2023 CPI of 3.5%

It is specifically acknowledged that Ms. Dion has agreed to waive any rights she may have to a probationary appointment and consideration for tenure and such agreement is evidenced by a writing signed by both parties.
