MINUTES

I. The Meeting was called to Order by the President, Mrs. Giller at 6pm

ROLL CALL

II. DISTRICT REPORTS

School Opening Update – Ms. O’Shea provided a summary of summer meetings and shared current staff vacancies by building. She also discussed proposed changes to E-sports and Unified Sports, moving them from co-curricular activities to sports.

Mr. Martinelli provided the board with an update on Professional Development. He also discussed Elementary electronic report cards and presented an update on enrollment. He also announced that CHS was approved to offer seven (7) additional dual credit courses.

Ms. O’Shea made the Board aware of a request from a parent for their child to shadow the Shenendehowa School District’s diving team and represent Cohoes. This is allowable under Section 2. The Shenendehowa coach has volunteered to be an unpaid coach for Cohoes. Transportation to and from practices and meets would be provided by the parents. The parent also asked if the Board would authorize the payment of practice fees. The Board asked Ms. O’Shea to gather more information regarding fees and the participation of other Cohoes athletes. In the meantime, the Board voted to approve the addition of the Fall competitive diving team as a PILOT for the 2022-2023 school year.

Business Update – Ms. Mackey presented the Board with an update on the Capital Outlay Projects at Abram Lansing Elementary School –which includes interior door locks and replacing the railings at the main entrance. She also discussed shared that a timeline is being worked on with CS Arch and Rick Timbs for the May 2022 Referendum. Ms. Mackey also updated the Board on the Financial audit – field work was the week of August 15-19. She was discussed Tax Collection for the district. The Cohoes City School District is a two installment district. Taxes are due in September and March and
taxpayers have three (3) options for payment: the lockbox, e-check and credit card.

III. BOARD OF EDUCATION DISCUSSION OF AGENDA ITEMS

Mr. Nadeau asked why were are acting on contracts after two of three dates have passed as it could be an insurance issue. Ms. O’Shea explained that when we receive the contracts they then are vetted through our attorneys. Ms. Mackey explained that we do have a Certificate of Insurance for the Board of Elections and the County is required to use our Facilities Use System.

THAT the Board of Education approves the agreements between the Cohoes City School District and Albany County Board of Elections located at 112 State Street, Albany New York for use of Abram Lansing Elementary School, Harmony Hill School, Van Schaick Grade School and Cohoes Middle School for primary and general elections to be held on June 28, 2022, August 23, 2022 and November 8, 2022.

D. THAT the Board of Education approves $44,941 to be expended from the
Cafeteria Fund Balance to cover the purchase and installation of the dishwasher for the Cohoes High School.
SED project # 010500-0006-023.

E. THAT the Board of Education awards the Cohoes High School Dishwasher Bid (SED Project # 010500-0006-023) dated July 29, 2022 to Gallo Construction Corp in the amount of $156,200.

F. THAT the Board of Education approves the Districtwide School Safety Plan for the 2022-23 school year.

G. THAT the Board of Education approves the Building Level Emergency Response Plan for the 2022-23 school year for the following schools:

H. THAT the Board of Education approves the District Code of Conduct for the
2022-23 school year.

I. THAT the Board of Education approves a behavioral consultant contract with
Kelly Brock of 35 Revere Road, Queensbury, New York to provide support
services for individuals with disabilities and/or social/emotional, cognitive and/or behavioral challenges in accordance to the terms and conditions outlined herein at a rate of $150 per hour, not to exceed $3,000 for the period of July 6, 2022 through June 30, 2023.

J. THAT the Board of Education approves a contract with R.G. Timbs Advisory
Group, Inc. located at 11 Meadowbrook Road, Whitesboro, New York for long-
range financial planning services and for capital project planning and support in accordance with the terms and conditions outlined within.

K. THAT the Board of Education approves a contract between Cohoes City School District and Vanderheyden in Wynantskill, New York for Special Education services during the 2022-2023 school year for the period of September 6, 2022 through June 23, 2023 at a rate of $53,532 per student. These rates are subject to change based on NYSED finalized rates.

L. THAT the Board of Education approves a contract with St. Catherine’s Center for Children R & E May School, 30 North Main Avenue, Albany, New York for special education services for the period of September 1, 2022 through June 30, 2023 at the current tuition rate of $4,125.40 per student, per month period, for a 10-month period (school year). This rate is subject to changed based on NYSED finalized rates.

M. WHEREAS, the Board of Education of the Cohoes City School District
(“Board”) seeks to undertake a capital project consisting of replacement of door hardware and renovations of exterior stairs, ramps and associated railings at the Abram Lansing Elementary School.

WHEREAS, the State Environmental Quality Review Act (SEQRA) and the
regulations thereunder require the Board to undertake a review of the potential environmental impacts, if any, associated with project before undertaking same;

WHEREAS, renovations, maintenance and modifications are classified as Type
II under Section 617.5 and are not subject to SEQRA review; and

WHEREAS, related project components consisting of maintenance, replacement or rehabilitation of existing facilities within a building or maintenance of existing landscaping outside of a building are classified as Type II under Section 617.5 and are not subject to SEQRA review; and

WHEREAS, the work does not include any building construction or expansion
beyond 10,000 SF of an educational institution, meeting the definition of Type II work under Section 617.5;

WHEREAS, the Cohoes City School District Improvements described at the site above meet the definition of Type II work under Section 617.5;

NOW, THEREFORE BE IT RESOLVED that the Board concludes that no
further action is required and SEQRA is thereby concluded for this project.

BE IT FURTHER RESOLVED that a copy of this Resolution shall be sent to
the NYS Department of Environmental Conservation and the NYS Department of Education as an involved agency.
