Director of Multi-tiered Systems of Support (MTSS) (Grant-funded)

Under the direction of the superintendent, the director of Multi-Tiered System of Supports, (MTSS) leads and oversees the development of a district-wide MTSS program that supports the social-emotional growth of children. Overall responsibility for collaborating closely with district and building  administrators, educators, support staff, families, and students to establish and implement a tiered framework that uses data to meet the needs of each and every student through social-emotional and behavioral interventions. The director will engage in activities that will assist in building capacity among
our teachers and administrators to effectively implement these initiatives and to improve student outcomes and student and family connectedness through:

  • Providing guidance across the district to administrators and staff to ensure that research-based MTSS systems, interventions, and strategies are in place to support students
  • Performing as primary liaison to the local mental health system, functioning as a single point of contact for students and families
  • Coordinating professional development and resources for school personnel and families

Specific responsibilities include:

Design and implement a unified system of tiered social-emotional and behavioral health support and universal “language” that enhances existing effort, clearly defines protocols and supports offered in each tier, and identifies criteria for students to move through tiers.

  • Design and monitor the district’s MTSS lmplementation Plan
  • Lead the district’s MTSS committee and works with building administrators and building level teams
  • Ensure consistency across the district in delivery of intervention services and resources
  • Collaborate with building leadership, student support teams, and staff to develop Tier I universal support interventions to bolster student social- emotional learning and growth
  • Establish communications network with district personnel for reporting and requests for available interventions

Coordinate, provide, and evaluate training and professional development to school staff in areas such as ACES, (adverse childhood experiences); Tier l, ll and lll interventions; identifying the need for mental health care; increasing advocacy and awareness of services; Crisis Prevention lntervention, (CPl);
chemical dependency in youth; compassion fatigue; continue to coordinate such training throughout the year based on needs assessment with staff and administrators

As liaison to the local mental health system:

  • Coordinate with school-based supports including school psychologists, social workers, and school counselors and other support personnel to efficiently triage and make initial referrals to the local mental health system for students and families
  • Monitor the referral process from initial triage, ensuring visits take place, and following up on the effectiveness of treatment and progress
  • Encourage families to prioritize provider visits and work to remove barriers, such as transportation issues, lack of education in behavioral health needs, and social stigmas
  • Work closely with community-based mental health care and district staff to develop a directory of providers which is regularly reviewed and update
  • Coordinate and participate in district family engagement events to promote awareness of MTSS, behavioral health supports, and available information and resources
  • Establish data points to be collected and analyzed through the process of continuous review and improvement, work closely with district and building level teams to to identify/celebrate successes and identify areas in need of improvement
  • Coordinate our district partnership with Northern Rivers and work closely to facilitate student/family intake, participation and progress
  • Complete all grant required paperwork and prepare district reports as needed. Provide an annual narrative account of grant activities and pursue complimentary grant opportunities
  • Other duties as assigned by the superintendent

    Qualifications:

  • Bachelor’s degree from an accredited college or university; MA degree in education, educational administration, counseling, social work, or related field required;
  • New York State administrative certification as a School District Administrator (SDA) or School District Leader (SDL), and New York State certification in Elementary, Secondary or Special Education or a related field such as school counselor, school social worker, school psychologist required;
  • Must have a minimum of six years of teaching, social work, counseling or psychologist experience. Administrative experience preferred;
  • Candidates should have strong knowledge of:
    1. Multi-Tiered Systems of Support (MTSS) framework
    2. Positive Behavior lntervention and Supports (PBIS)
    3. Social Emotional Learning (SEL), Restorative Practices, Trauma-Responsive Practices
    4. Functional Behavioral Assessments (FBA’s)and Behavior lntervention Plans (BIPS’s)
    5. Differentiation of instruction responsive to diverse learning needs, strengths, interests and experiences of all students and family engagement
  • Commitment to working with students through an asset-based mindset and approach
  • Ability to provide leadership and manage complex projects;
  • Ability to facilitate change management within individuals, teams, and organizations, including implementing professional learning for adult learners and staff development
  • Ability to collect and analyze data to drive improvement
  • Exceptional interpersonal skills and strong verbal and written communication skills
